A Bill to amend the provisions of the River Basins Authorities Human activity 2004 to create an additional River Basin Evolution Potency in the Due south East part scaled the moment reading at senate plenary on Tuesday.
The bill, which was sponsored by former Deputy President of the Senate and Chairman, Senate Commission on Surroundings, Senator Ike Ekweremadu, with the entire members of the Due south East Caucus of the Senate as co-sponsors, seeks to split the existing Anambra-Imo River Basin Evolution Potency into 2, namely, Imo River Basin Evolution Potency to carter for Imo and Abia States, and Anambra River Basin Evolution Potency to carter for Anambra, Enugu and Ebonyi States.
In the conduct debate presented on Ekweremadu’s behalf by a co-sponsor, Senator Chukwuka Utazi (PDP, Enugu), the sponsors said: “We have at nowadays 12 River Basin Evolution Authorities for the 6 geopolitical zones of the country and the distribution of the 12 authorities leave of absence the Due south East zone with only one, the Anambra -Imo River Basin Evolution Potency.
“It is at present sure that one River Basin Evolution Potency is grossly inadequate to carter for the 5 states of Due south East. The bill seeks, hence, amongst other things, to create an additional River Basin Evolution Potency to carter for some States of the Due south East.
“Too seeking to split the Anambra-Imo River Basin Evolution Potency to superior serve the part, the Bill seeks to realign the jurisdiction of the various River Basins Evolution Authorities for ease of reference and administration and to supply the legal basis for some of the existing River Basin Evolution Authorities such as the Lower Niger River Basin Evolution Potency comprising of Kwara and Kogi with headquarters in Ilorin, which have no law creating them.”
They added that the new River Basin Evolution Potency, when established, would advatage the areas under its jurisdiction by boosting agricultural extension as good as the provision of dams for irrigation and powerfulness generation, rural feeder roads evolution, amongst others.
Meanwhile, River Basins Evolution Authorities are established to, amongst others, undertake comprehensive evolution of both surface and underground body of water resources for multipurpose exercise with specific emphasis on the provision of irrigation infrastructure and the command of floods and erosion and for watershed direction; build, operate and maintain dams, dykes, wells, boreholes, irrigation and drainage systems and handover all lands to be cultivated under the irrigation schemes to the farmers; provide body of water from the Potency’s Storage Schemes to all users for a fee; build, operate and maintain roads and bridges linking projection sites; and develop and maintain up-to-date and comprehensive body of water resources original programme as good as body of water resources, body of water exercise, socio-economic and environmental information of the River Basin concerned.
